The High-Tech Zone has City-Level economic jurisdiction, including the power to approve investment projects, industrial and commercial administration, tax administration, and labor and personnel management. It also has the power to examine and approve planning and construction, the power to examine and approve environmental protection, and supervision and inspection rights. In addition, it shall provide fast and high-quality services for enterprises whey they apply for industrial and commercial registration, constructing plants, manufacturing products and customs clearances etc.
The Regulatory Commission provides agency services at all times after it has accepted the formalities of examination and approval procedures for the enterprises before they are established in the zone.
QNHIDZ sets up the Intellectual Property Bureau. It is responsible for intellectual property creation, management, protection and usage and provides support and protection for enterprises, universities and research institutions with independent intellectual property rights to create a favorable legal environment for intellectual property rights.
QNHIDZ has begun construction on its Entrepreneurship Center, Enterprise Accelerator and Security Center to create a favorable development environment for enterprises entering the zone.
The Entrepreneurship Center has a total construction area of 100,000m² and is responsible for adopting preferential policies and providing attentive services as well as premises required by or beneficial to small and medium sized science-and-technology enterprise’s incubation. In addition, it provides a convenient and prompt administrative service. Furthermore, it can provide shared facilities such as R&D, pilot scale production, premises and offices.
The Enterprise Accelerator is an acceleration platform helping to nurture small businesses, and which provides a complete set of standard factories for small and medium sized enterprises to rent. It has a total construction area of about 156,000m².
With a total construction area of 225,000m², the Security Center can provide logistics public supporting facilities such as apartments for employees.
