QNHIDZ Investment Promotion Bureau

        The Investment Promotion Bureau formulates investment promotion policies. The body's responsibilities include:

        The organization, guidance, coordination, assessment and supervision of investment services and promotion;

        The organization of external investment promotion, image promotion and the construction, management and maintenance of QNHIDZ's Investment Promotion Electronic Network System;

        Liaising with The Economic and Commercial Counselor's Office of the Embassy of the People's Republic of China, commercial institutions of foreign embassies and business investment and trade intermediary organizations;

        Arranging participation in various economic and technical trade fairs and technical expositions.

 
QNHIDZ Economic Development Bureau

 

The Economic Development Bureau's responsibilities include: 

        Economic and social development planning, formulation and implementation of industrial policy and overall planning of major projects;

        Stipulating the conditions for a project‘s entry into the zone, including assessing and managing a project which is to enter the zone;

        Managing and coordinating investment and financing;

        Analyzing and monitoring economic trends and problem solving in economic operation and the investment environment;

        Comprehensive supervision and management of safe production methods;

        Compilation and analysis of statistics and reporting the results thereof;

        Taking a proactive stance towards energy conservation, recycling and finance.

 
QNHIDZ Science and Technology Commission

 

The Science and Technology Commission are responsible for:

        Planning and programming high-tech industrial development, and formulating and implementing scientific and technological innovation policies;

        Coordinating and managing high-tech enterprises, high-tech products, patents and intellectual property;

        Planning, constructing and managing of R&D institutions, entrepreneurial bases, platforms and incubators, scientific and technological intermediary services and science and technology risk investment;

        Work on scientific and technological projects and emphasizing incentives;

        Applying higher authorities for science and technology projects and funds;

        Scientific and technological cooperation and exchange, including the promotion and popularization of science.

         

 QNHIDZ Construction Bureau

 

The Construction Bureau's responsibilities include:

        Coordinating and organizing the compilation and report of overall planning, zoning planning, detailed planning and professional planning of the area;

        Planning and implementing infrastructure projects;

        Developing methods and policy for public utility management and supervising implementation;

        Constructing and managing public facilities;

        Environmental sanitation and green management;

        Taking part in feasibility studies, including planning and site selection of major projects;

        Participating in the annual budget, in regard to developing the infrastructure of the area.

 

 

The Human Resource and Social Security Bureau's responsibilities include:

        Preparation of policies and regulations on the labor system and human resource management;

        The introduction of a skilled workforce, professional title evaluation, post assignment, incentives and punishment assessments;

        Employment, labor supervision, labor protection and implementation of labor contracts;

        Personnel, labor and wage management as well as training management.

 

 　

The Municipal Industrial and Commercial Bureau's responsibilities include:

        Registering all types of enterprises, business units, individuals and representative offices of foreign countries (regions) and the management thereof;

        Exercising standard management on various market operational orders;

        Monitoring market competition, investigating and punishing proven monopolization, unfair competition and smuggling, pyramid selling and disguised pyramid selling and other economic offenses;

        Protecting the legitimate rights and interests of consumers;

        Monitoring business transactions;

        Managing brokers and brokerage agencies;

        Supervising contract administration, including investigating scrupulous contracts, punishing illegal contractees, perpetrators of contract fraud or other illegal business transactions, and mediating contract disputes;

        Managing collateral registration according to state law and statute;

        Managing auctions;

        Supervising and managing advertising and advertising businesses;

        Brand management.

 

 Qingdao Municipal Planning Bureau QNHIDZ Branch

 

The Municipal Planning Bureau's responsibilities include:

        Compiling overall urban and detailed planning of the Zone;

        Management of the buildings, other structures, roads, pipelines, urban environment, gardens, sculptures, outdoor advertising facilities and all other facilities;

        Stipulating the building land use plans and schemes of land allocation, assignment and transference;

        Participating in the preliminary design review of construction projects and the feasibility studies of major construction projects.

 

 

The Municipal Land and Resource Bureau's responsibilities include:

        The application for, acquisition and allocation of construction land;

        Organizing and coordinating land use right transfer and formulation, reviewing, applying for approval and implementation of rental schemes;

        Overseeing the transference, leasing and mortgage of land use rights;

        Land rearrangement and development, and land reservation in the zone;

        Checking and levying land transfer fees;

        Managing, surveying and mapping industry, preparing various basic surveying and mapping schemes and protecting and managing survey markers of the zone.

 

 

The Municipal Environment Protection Bureau's responsibilities include:

        Implementing state and local environmental laws and regulations;

        Implementing various environmental management systems;

        Monitoring land use and enforcing of environmental laws;

        Mediating environmental pollution disputes and investigating and handling environmental petitions.

 
State Administration of Taxation Qingdao Bureau QNHIDZ Branch and Qingdao Municipal Local Taxation Bureau QNHIDZ Branch

 
The above bureaus are responsible for:

        Managing taxpayer’s tax registration, change of registration and cancellation;

        Approving value-added tax general taxpayer qualification and appraising and deciding items of taxation;

        Managing and selling various types of invoices, issuing anti-fraud certificate of VAT invoices, and the introduction and management of tax control machine and revenue control device of fuel dispenser;
